The Municipality
has a characteristic which is summarized by its right
to create localities managed by local councils. In order
to ensure the best possible representation of the population
in the decision-making process, the Municipality proceeded,
in 1975, with the creation of the localities of
Beaucanton,
then in 1976 with the agglomerations of
Villebois
and
Val-Paradis. As
for
Radisson, it was
declared a locality in September 1994 and has a local
council which oversees its daily management. The origin
of this community goes back to 1975 and formerly served
as a greeting place for families of the Robert-Bourassa
hydroelectric power station workers. In 2000, Beaucanton
and Val-Paradis were merged into the locality of Valcanton.
Although it created localities, the Municipality
is omnipresent in its administrative role. For this
purpose, it is the only recognized legal entity which
validates the decisions of the local management boards
and councils. In short, the localities enjoy an autonomy
which is backed by a legal political apparatus.
